Pembrokeshire County Council is consulting with the public on ways to regulate Horse-Drawn Omnibuses that operate within the county.

Horse-drawn carriages are defined as Omnibuses for the purposes of the Town Police Clauses Act 1889.

Clr. Pat Davies, cabinet member for regulatory services and housing, explained that the council had set out a number of options, including the development of a licence for horse-drawn carriages and welcomed alternative suggestions from the public.

She went on: “Developing a licensing regime for horse-drawn omnibuses with byelaws would give the council the power to regulate the safety of all such operations and we want to make sure we come up with the best solution.

“The three options we are looking include: bringing in a licensing regime for horse-drawn omnibuses with byelaws; taking no action at all or banning all horse-drawn vehicles from the walled town of Tenby.

“Naturally, if members of the public have any further proposals, we would like to hear about them to study them in detail.”
