Among matters discussed at the September meeting of Templeton Community Council (items taken from minutes which are subject to approval) were the following:

The meeting opened with a short introduction from PC1048 Jackie Howells, of Narberth Police Station, the Neighbourhood Policing Officer.

Councillors then expressed their concerns regarding speeding, especially in the early hours of the morning, and the wearing of seatbelts in the community.

PC Howells advised councillors that they and any members of the public were invited to attend the Neighbourhood Policing Forum held in Bloomfield Centre, Narberth, each month and advise of any problems in the community. Details can be obtained from Narberth Police Station.

PC Howells stated that she would highlight the councillors' concerns and possibly arrange for speed/safety belt checks in the near future.

Matters arising from previous minutes

Church insurance was to be dealt with by Clr. Jayne Jones

A letter had now been sent to Pembrokeshire County Council regarding the replacement of the bus shelter with a Perspex shelter.

A copy of deeds for the football field had been received and trustees were to be contacted regarding signing over of the field to the community council.

Code of Conduct: This was formally adopted.

Correspondence

The Land Registry Office requested any land owned by the council to be registered. Clr. Priest would apply for the Village Green to be registered.

County Councillor's Report

Clr. Morse reported that following investigation, the flooding at Poyers Grove was due to the size of the culvert. The flood damage on the access lane at Rowston Farm would receive remedial work by Pembrokeshire County Council due to being a bridleway.

Mr. Tony Mamarra, who was seeking the owner of Sentence Castle, had also approached Clr. Morse; the community council had now established this.

Planning Applications

The following applications were approved: outline permission for two dwellings at the rear of Kingsway, Templeton; conversion of part of existing garage of workshop into home based therapy unit, Greenwood Villa, Cold Blow; change of use of MOD security compound into a 24-hour access storage container (in retrospect), former MOD security compound at Templeton Airfield; erection of double garage at Maes Y Coed, Molleston; amendments to conditions two and five of planning consent 04/0726/PA to allow an amended location for vehicular access to proposed conversion of outbuilding to residential accommodation at Maes Y Coed, Molleston; toilet and shelter facilities at fishing pond, Molleston; erection of wind turbine aat Colzick, Templeton; new office building and new access to highway on land at Rowlands View, Narberth; agricultural building at Glan Yr Afon, Tanners Lane, Templeton.

Planning applications granted by Pembrokeshire County Council were: change of use of land at Rowlands View for G. D. Harries; agricultural shed at Llys Y Teg, Cold Blow; three dwellings at Templeview, Templeton; erection of dwelling, Bank House, Templeton; change of use of MOD compound.

Church Hall

It was agreed by council that the Church Hall could be used for the Christmas lights.

The decoration of the Church Hall had still not been completed and it was decided that Clr. Jones would seek further quotes for the work.

Damage to the guttering was reported and Clr. Logan stated he would repair it.

The item stating sale of Chapel Hall was addressed by member of the public, Mr. Belt, who reported that this was very much in the discussion stage and would not affect any use of the hall for the foreseeable future. Mr. Belt was thanked for his assistance in this matter.

ANY OTHER BUSINESS

Following recent criticism in the press, council would like it to be known the wind turbines at Shipping Hill did not come under their jurisdiction. They were not consulted or informed about the siting of these turbines and indeed wrote a strong letter to Pembrokeshire County Council expressing their concern.

Clr. Davies reported that the drain gratings at Tanners Lane were cracked. The clerk would write to the county council for repair.

Clr. Phillips advised that Springfield Cottages had been badly damaged by flooding.

Clr. Norman reported that there were not enough places on the Whitland school bus for the children of the community, stating that there were 32 children for only 21 places. This placed a burden on many parents and a request was made that Pembrokeshire County Council be contacted to try to arrange alternatives.
