The chairman advised members at the October meeting that Clr. Nash's absence was due to the fact that he had been in hospital, but was now at home recuperating.
The clerk was requested to convey best wishes to Clr. Nash for a speedy recovery to normal health.
Under matters arising, Clr. Morris had advised that he had dealt with the matter of dog fouling, by speaking to local residents.
The clerk advised that the section of verge near the bypass had been cut.
The following planning applications were discussed: proposed two wooden poles at 11 and 18 Hunters Park (advice of approval); part change of use for storage of 20 holiday occupancy touring plots and retain storage area for 40 touring caravans at Well Park Caravan Park, New Hedges - the application was considered carefully, and after a lengthy discussion, it was agreed that council had no objection to it being approved.
Clr. Mrs Leyshon proposed that a donation of £10 be made to Bobath Therapy Centre Wales grant appeal.
County Clr. Mrs. C Cavill reported on the situation regarding footpaths 43/7 and 43/8.
The county council had written to the landowner pointing out that it was their duty under the Highway Act 1980, section 146(i), to keep official rights of way and bridle paths in a safe condition.
However, on this occasion, because the bridge was required over a stream, it would be installed at the expense of the county council.
The officers concerned had written to the landowner stating their intent to carry out the work within 14 days of receipt of the letter, which was sent in September.
Therefore, work should be progressing now.
Clr. Hall agreed to inspect the progress and report back to the next meeting.
Contractors had compacted the surface of the path to St. Anne's Church, so that it was usable. They would lay the final surface dressing when the next stage of work commenced.
Discussing waste and recycling services, the next major change to be aware of was the rescheduling of waste and recycling collection rounds which would take place in late November.
The quantity of waste collected in black bags was now much smaller due to the introduction of other recycling. So it was now necessary to reschedule the collection rounds in order to maintain optimum efficiency.
All refuse and recycling would be collected from each household on the same day; each household would be informed of the changes.
It appeared that the New Hedges collection day would change to Monday.
Glass collections would commence in 2012.
Discussing the traffic calming measures in the village, the clerk advised that the modifications had now been completed for more than the agreed period.
The clerk advised that Mr. Edwards had sent an email to Pembrokeshire County Council explaining the problems that he was now experiencing.
A lengthy discussion followed on this matter, and whilst the community council were pleased with the overall outcome of the introduction of the traffic calming, they were aware that some local residents, apart from Mr. Edwards, who lived the closest, were not entirely happy with the outcome.
Clr. Morris reported that he had received complaints from one local resident in a very forceful manner on this issue.
After further discussion, it was agreed to invite Mr. Blake from Pembrokeshire County Council to discuss the traffic calming further with the community council, when hopefully these concerns could be discussed.
Clr. Hall advised that there had been a delay in repairing the damaged seat at Knightston Close due to the fact that it had been thought Pembrokeshire County Council were going to undertake the work.
Clr. Hall would now arrange for the repairs to be completed as soon as possible.
Clr. Hall also advised that there had been a delay in completing the modification to the play equipment at the playing fields and Village Hall. The material had not as yet been delivered to site.
Clr. Hall hoped that the work would soon be carried out.
The clerk read an email from 'Planed' with reference to the workshops they were arranging within the community of New Hedges.
The Village Hall had been booked for November 7 and November 21.
'Planed' would be writing to every household advising and inviting them to attend these workshops. Refreshments would be provided.
Clr. Mrs. Caswell reported a problem at the bus shelter near Highgrove. The clerk said he would attend to it.
Clr. Mrs. Leyshon reported that dog fouling was still a problem, and it was agreed to continue to monitor the situation
Clr. Hall reported that the 50 mph sign was not visible on the bypass. The clerk would contact the county council about this.
