Consideration of the position for a new Co-opted Councillor: The Clerk advised the Council that no applications for the position of Councillor had been received. This position remains open.
Matters Arising from the Minutes
On-going issues of sewerage fluid flowing from an open black pipe outside the Grange gates towards the old DJ’s night club. Further reports were made Monday morning to Pembrokeshire County Council regarding this strong smelling, free flowing fluid. An Environmental Enforcement Officer attended the site on Monday PM. Unfortunately, the fluid had ceased flowing so there was no further action taken.
Post meeting notes – This issue was once again reported to the Pembrokeshire County Council on Friday, again an Enforcement Officer attended the site with no further action. Saturday morning it was once again reported that fluid was freely running from the pipe.
A member of the on call Environmental Street Care team attended the site Saturday PM and was met by Cllrs P Bradbury and Neal along with the Clerk. Once again the fluid had ceased flowing but evidence could be seen that a large amount of fluid had flowed. It was concluded that during high use the sealed drainage system could not take the increased volume of fluids allowing such to free flow down the road. The Environmental Officer advised that photographs should be taken when the fluid is flowing and forwarded to the Clerk to pass onto the relevant department at Pembrokeshire County Council.
Further contact has been made with Mr Richard Thomas - Pollution Control Inspector Pembrokeshire County Council – He has inspected the site and will use a dye test to ascertain where the foul water is coming from, the Pembrokeshire County Council will then be able to, under the Public Health Act 1936 serve a Notice on the owner requiring that all efforts are made to prevent further foul water escaping.
Additional traffic marking through the Village
It was reported that additional road markings and signage have now been placed through the village with positive comments. Cllr Neal commented that it was a good project with the Council and Village Hall Committee working together, achieving a positive outcome.
Planning Applications
19/0513/PA Myrtle House, Penally – Ancillary studio/residential accommodation in
association with the existing main dwelling
This application was fully discussed by all Councillors who raised a number of issues. Clr. C Bradbury proposed that a letter should be sent to the Pembrokeshire County Council Planning Authority listing the Council’s concerns and objecting to this proposal; Clr. D’Arcy seconded the proposal with all councillors in full agreement.

A litter pick along the bypass was conducted on August 28, five bags of rubbish were collected.
Clr. Neal has dismantled three of the benches and on they have been taken away for refurbishment.
The pump area will be addressed when the contractor has time. The Council are aware that this area requires attention.
Agenda Items
2 Minute Street Clean - Contact is awaited from Pembrokeshire County Council as to a delivery date for the cleaning station.
Land Registration - Documents recently received from Redkite Law appertaining to the registration of land within the village were presented to the Council and signed by the Chair for onward submission. A cheque in the sum of £250 will also be forwarded, this payment is an advance of professional fees.
Presentation of the External Audit Report - The Clerk advised the Council that an Unqualified report had been received. The Clerk to post the Conclusion Notice and a copy of the accounts on the village notice board and website.
The consideration of information received appertaining to potential Airbnb properties within Penally Village - In this regard the Clerk has spoken at length to Pembrokeshire County Council Planning Authority, Business Wales (Tourism) along with One Voice Wales and the understanding is that although individual local Councils can and have instigated local Bye Laws relating to AirBnb (London and Edinburgh) Councils in Wales have not, as yet, addressed this issue.
Consideration of guest speakers to the October and November meetings - Major (Retd) Ewan Smith, Training Safety Officer, Air Defence Range Manorbier to be invited to the November meeting. Mrs Charlotte Mathias, Licensing Manager, Public Protection Division, Pembrokeshire County Council to be invited to the October meeting.
