A public participation session took place before last month’s meeting of Manorbier Community Council. Among matters raised were vegetation issues at Jameston Play Area, praise for maintenance work undertaken by Pembrokeshire County Council (PCC) in Manorbier Newton and concerns over behaviour of jet skiers at Skrinkle Haven beaches.

Matters Arising from the minutes

PCC had noted MCC’s concerns about road closures and other issues connected to the Long Course Weekend and confirmed that they would add MCC comments to the de-brief discussions with the organisers.

County Clr. Kidney had forwarded an email sent by PCC about overnight parking issues at Manorbier beach car park. PCC had confirmed that they were now patrolling Manorbier CP out of normal charging hours and were starting to issue penalty notices to overnight camper vans. Clr. Hughes said he had approached Owen and Owen, land agent for the ‘parking’ area at Atlantic View, to find out if this parcel of land belonged to the Manorbier Castle estate. Confirmation was awaited.

Correspondence

• Emails from Margaret Morgan about glass (some of it broken) being left on Manorbier beach. Clerk had liaised with County Clr. Kidney and this had now been cleared away. County Clr. Kidney said he would try and ensure the glass recycling bin gets emptied more often.

• Email from PCC, via County Clr. Kidney, about a proposal to issue a traffic order to allow enforcement to take place at the informal parking area on the U6338 near to The Dak and to reduce the current six disabled car parking spaces to three. Cl.r Clark, Clr. Long and Clr. Hall agreed that the six disabled spaces were often underused.

After further discussion, Clr. Hall proposed that six enforced disabled spaces be retained. Seconded by Clr. Williams. Vote taken – six in favour, 1one abstention. Full council awaited news on the advertising of a traffic order.

• PCC/OVW email asking if community councils had hosted the county library service on its premises. Nil return from MCC, although members noted that the mobile library did visit Jameston every three weeks.

• Proposal from Morgan & Morgan to offer a maintenance contract on MCC’s photocopier, shortly to be moved to Jameston Village Hall. After discussion, Clerk was asked to seek a quote from Morgan & Morgan.

• Confirmation from PCC of MCC’s second Precept payment of £6,942 for the financial year 2019/20.

• Keep Wales Tidy email about a free app for community councils entitled Long Forest Project which looks to survey hedgerows throughout Wales and those within community council areas. Clr. Williams asked that this information be sent to him.

Planning

applications

Change of use from old football field to an air rifle shooting range for public sporting activities at Foxcombe House, Manorbier (further information). Clr. Hughes noted that revised information had now been submitted and reported back on the site visit undertaken by some councillors recently. All who attended found that the proposals had been drawn up in a professional way and noted that an earth bank was to be built. Clr. Long commented on use of silencers, but was content with the revised proposals overall. After discussion, Clr. Hall proposed that this application be now recommended for approval. Seconded by Clr. Clark. Vote taken – all in favour.

Detached garage/implement storage building, ancillary to a dwelling under conversion from a barn at Norchard Farm, The Ridgeway, Manorbier. Clr. Clark proposed that this application be recommended for approval. Seconded by Clr. John. Vote taken – all in favour.

Public Footpath Diversion Order – SP23/8 (Part), opposite Bush Terrace, Jameston. Clr. Hughes provided a brief summary of the proposed diversion order. Clr. Hall proposed that MCC submit no objections to the public footpath diversion. Seconded by Clr. Long. Vote taken – all in favour.

Speed monitoring checks/installation of a vehicle actuated speed (VAS) sign in MCC’s area - no update.

Installation of footpath - Windy Ridge to Hounsell Avenue, Manorbier - no update.

Jameston Play Area - equipment inspections and vegetation update - Clr. Williams provided the latest inspection report and confirmed that he had trimmed back brambles and sycamore trees. Clerk confirmed that he had again asked HAGS when they would be visiting the play area in order to inspect the zip wire and provide a quote for its repair or replacement. A response was awaited.

Update from Clr. Hall on ways of reducing single use plastic in MCC’s area. Clr Hall said that following correspondence from Angela Burns AM it would appear that the Welsh Government and PCC were taking forward proposals to reduce use of single use plastic. Clr Hall asked that this item be now taken off the agenda for full council meetings.

Emergency Items

Clr. John reported that a garage fire had recently occurred in Meadow Road, Jameston. The fire service took 25 minutes to arrive, but once they had arrived, only one fire hydrant could be located. One additional fire hydrant was eventually found near to the park entrance, but had been covered by vegetation. Clr. John understood that the fire service were responsible for inspecting fire hydrants. Clr. John had now searched for other hydrants in Meadow Road and asked if there was a plan showing the location of each hydrant. Clerk was asked to write to the fire service to alert them to the issues above and to ask if MCC could also be provided with a map showing the locations of fire hydrants.

Clr. Hall asked if further comments had been received about litter. Clerk confirmed that Dominos Pizza had replied, but that McDonalds had not responded. Clr. Hall asked if the clerk could send him copies of the relevant correspondence and agreed that he would write to the head office of McDonalds.

Clr. Miall repeated an issue raised at the August meeting that a speed sign outside Manorbier Baptist Church had not yet been turned round in the right direction. Clerk to chase up.
