Minutes of the General Meeting of Kilgetty/Begelly Community Council Held Remotely, via the Medium of Zoom, on November 12.

Matters Arising from the Minutes

It was confirmed that the Clerk had contacted Pembrokeshire County Council regarding an Enhancing Pembrokeshire Grant Application, and an Expression of Interest form received. The application process was put on a slight hold due to the fact that the children from the Community School were going to be contacted, regarding their thoughts as to what should be in the new playground, but due to the current Welsh Government imposed regulations and children returning to school it was considered that time should be given to ensure the safety of all. Cllrs Wyatt and Jones, who are also School Governors, will liaise with the head teacher as to an appropriate time to address the children and gather their thoughts.

Miners Field CCTV – The Clerk confirmed that the contractor will install the CCTV as soon as possible.

It was confirmed that the two electronic tablets have been delivered and that Clr. Adams had installed the required software and delivered one tablet to Clr. Thomas to use.

It was agreed that the Clerk will prepare and present to the Council for adoption, a Lending Policy for any Council equipment lent to Cllrs for their personal use.

Action Tracking

a) Footpath widening in Begelly/Footpath maintenance in Begelly - The Clerk advised the Council that an Email had been received from Pembrokeshire County Council – Traffic and Road Safety Department advising that a site meeting is in the process of being arranged to consider road safety from Windberry Top Farm down to Begelly Roundabout. (Update January meeting)

b) Waste bin provision in Kilgetty and request for additional waste and recycling bins in area.

The Clerk advised the Council that an email had been received from Pembrokeshire County Council but unfortunately the questions put forward regarding the bin allocation for the ward, the positions of the bins provided and possible locations for any new bins were not given. The Clerk to write a further Email requesting that these questions be answered. (Update December meeting)

Begelly-Kilgetty Community Association - Clr. Anderson advised the Council that no meetings had been held but the new windows and doors were in the process of being installed.

The Council were also advised that the two maps have been removed from the doors and stored in a safe place.

Consideration of

Correspondence

A letter of thanks received from Josephine thanking Cllrs for the flowers and wishing Kilgetty/Begelly Community Council best wishes for the future.

Email received from British Rail requesting further information of what railings are required and where the trees are located which have been identified with Ash Dieback. The Clerk to forward a suitable response with photographs – update added to the December agenda.

Email received from Western Power Distribution advising that the trees that have become entangled with the electricity cables in the Begelly Play field will be trimmed ASAP

Notice of Casual Vacancy received from Pembrokeshire County Council – The Clerk to display such and then following the requisite 14 days to continue the process as directed by the Returning Officer.

Phone call received from a resident in Newton Heights raising concerns again over the tree near their property which has been identified with Ash Dieback. The Clerk advised the Council that The Chair and the Clerk will be attending the property next week to meet with the homeowner and discuss matters further.

Email received from a resident whose property backs onto the Begelly playing field raising concerns that the Moles from the playing field are causing damage to their property. Following discussion, the Council considered this was not a problem they had been faced with in the past and that, at this point in time, no further action should be taken.

Email received (via a Clr) raising concerns that building works were being carried out on land outside the LDP, which could potentially cause flooding to the cricket pitch area of Begelly. The Clerk advised that the Planning Enforcement Officer of Pembrokeshire County Council had been contacted, who carried out a site visit and confirmed to the Clerk that he had no concerns regarding the vegetation clearing works being carried out.

Email received advising the Clerk that the construction vehicle wheels were leaving clumps of mud on the Kilvelgy Park roadway. The Clerk advised the Council that all information had been passed to the Planning Enforcement Officer.

Email received raising concerns that a pot hole, at the entrance to Kilvelgy Park, was increasing in size and despite it being reported to the County Councillor the problem remained unaddressed. The Clerk advised the Council that she had reported the pot hole to Pembrokeshire County Council and the repair works had been carried out.

Email received regarding the area of community land adjacent to Kilgetty Play Park (owned by Kilgetty/Begelly Community Council) raising concerns regarding the ponies being tethered in this area and the fact that dogs have been eating the dung. Following consideration of all the information within the email, Cllrs confirmed that dogs being walked in this area should be under the control of their walker at all times either on or off their lead. Further information is awaited from the Council’s Solicitor regarding the Proper Process to be followed to remove animals grazing on this Council owned land.

Planning Applications

a) 20/0606/PA Plots 15 and 17, Church Close, Begelly, SA68 0YP - Variation condition 2 of planning permission 05/0443/PA and supplemental reserved matters consent 10/0987/PA to allow for amendments to approved plans for Plots 15 and 17.

Following consideration of all information presented to the Council, Clr. Wyatt proposed that Kilgetty – Begelly Community Council do not raise any concerns or objections regarding this application; Clr. Thomas seconded the proposal with all Cllrs in full agreement.

b) 20/0266/PA Upper Broom Farm, THOMAS CHAPEL, Kilgetty, Pembrokeshire, SA68 0XG - Installation of biomass boiler in existing outbuilding.

Following consideration of all information presented to the Council, Cllr Thomas proposed that Kilgetty – Begelly Community Council support this application; Cllr Wyatt seconded the proposal with all Cllrs in full agreement.

c) 20/0524/PA Land North of Ivydene, Carmarthen Road Kilgetty, SA68 0UF - Two Dwellings.

Following consideration of all the information presented to the Council, the following points were raised:

• This is a good size plot capable of supporting two dwellings

• The adjoining properties have been taken into account within the design of the proposed dwellings.

Cllr Adams proposed that Kilgetty/Begelly Community Council support this planning application; Cllr Jones seconded the proposal with all Cllrs eligible to vote in favour of such.

Cllrs wished it to be noted to the Planning Authority that the application is for two dwellings only and that they would not support such if it were for more than two dwellings.

Christmas lights

Following discussion and consideration regarding the Christmas lights that are already displayed on the Begelly roundabout each Christmas, Cllr Lockley proposed that Kilgetty/Begelly Community Council purchase additional Christmas lights, compatible with the existing lights, up to the value of £250; Cllr Thomas seconded the proposal with all Cllrs in full agreement. The Clerk to advise Pembrokeshire County Council accordingly.

To consider existing footpaths

All Cllrs confirmed that they had received the information, as distributed by Cllr Wyatt. A discussion took place regarding the interruption of the existing public footpaths, which were in place, prior to the A477 being completed offering pedestrians a safe route between Stepaside and Kilgetty.

Cllrs considered that footpaths are shown on the plans and maps of the area but in reality they are not safe with the very busy A477 having to be crossed without any warning to motorists that pedestrians could be crossing.

Cllr Wyatt will liaise with the Clerk and request further information from the Trunk Agency regarding any possible solutions to ensure the safe crossing by pedestrians from Kilgetty to Stepaside.

Any Other Business

Cllr Thomas advised the Council that the Rural Future Group are progressing the plans for the Man Shed project with further information due to be presented to the Council shortly.

Cllr Adams wished it to be noted that the culvert long the cricket field is in need of clearing out. The Clerk to advise Pembrokeshire County Council accordingly.

Cllr Adams requested from the Chair when face to face meeting may recommence. The Chair advised that at this point in time face to face meetings are not able to be held due to Government imposed restrictions and health and safety implications of using the Community Centre.

The next meeting will take place on Thursday, December 10, via the medium of Zoom
