The latest meeting of Kilgetty, Begelly Community Council (KBCC) took place at Kilgetty, Begelly Community Centre last Thursday.

Ahead of the meeting, Clr. Diane Lockley, chair of the council, presented a Certificate of Appreciation to Margaret Moffat, for all her voluntary work for Kilgetty-Begelly Community Association and for the council, including running the KBCC website.

The main items discussed at the meeting were:

A gate and fencing around the play area at The Common in Kilgetty has now been erected. Inspection of playground equipment will be undertaken by Pembrokeshire County Council's (PCC) contractor shortly.

New guttering and other remedial work has also now been undertaken on the Community Centre, following recent water ingress.

The clerk has again reported (to PCC) a fly-tipped mattress in the stream in New Road, Begelly. Councillors had previously understood that this had been cleared.

The pathway alongside Cooksyeat View, Kilgetty, has now been cleared of moss.

Extended double yellow lines have now been painted at the bottom of Ryelands Lane, Kilgetty.

Following KBCC's recent letter to Hywel Dda Community Health Council (HDCHC) about the proposed changes to services delivered by the Special Care Baby Unit (SCBU) at Withybush, the HDCHC had responded confirming that they would exercise their power of referral to the Health and Social Services Minister if discussions with the Local Health Board did not achieve some compromise or alternative solutions.

Councillors were informed of the forthcoming SE Pembrokeshire Community Health Network update on the Tenby Minor Injuries Unit closure, due to take place at New Hedges Village Hall on March 26 at 2 pm.

The clerk is now arranging a meeting of those who responded positively to the recent consultation on allotments in Kilgetty, in order to progress matters. A representative of a neighbouring allotment association will be invited to attend to offer help and guidance at this early stage.

Plans to ensure that some new Christmas lights will be installed in Kilgetty this winter are continuing, with the cost of erecting, maintenance, dismantling and storage being looked at closely.

The Kilgetty-Begelly Community Association's recent coffee morning, with proceeds in aid of the Harriet Davis Trust, raised over £560. A table top and plant sale is planned for June 8.

'Kilgetty in Bloom' judging will be taking place this year on July 10 and prize-giving is set for July 19.

Extra rubbish bins in Kilgetty are to be provided before Easter by PCC.

Proposals to reduce the speed limit between Thomas Chapel turn and Begelly village have now been passed to Dyfed-Powys Police for comment.

Concerns about the potential traffic hazard outside the Community Centre entrance and bus stop bay have been discussed with PCC engineers, but as the land is owned by the Co-op, no further progress has been made. The clerk has been asked to write to the Co-op in order to look into the potential hazard further, to see if the entrance/exit can be made safer for all vehicles and pedestrians.

Discussions with PCC about the placement of a hand rail at the steep entrance to Mayfield Acres, Kilgetty, are continuing.

Councillors were informed that the move of Kilgetty Post Office to Bridge Stores takes place from May 21.

Kilgetty underpass has now been cleared of debris, caused by recent wet weather.

Planning

Variation of condition 1 from 07/1349/PA to extend time for implementation of planning permission at Little Langdon, Begelly (no objections).

Erection of a garage at Coed Y Pri, James Park, Kilgetty (no objections).

Conversion of garage to a dwelling at Kilvelgy Farm, Kilvelgy Park, Kilgetty (no objections).

Second storey extension to rear of 4 Newton Terrace, Kilgetty (no objections).

Variation of premises licence at the Co-operative, Carmarthen Road, Kilgetty. Council noted that alcohol selling hours were now proposed from 7 am to 11 pm (currently 8 am to 11 pm). They had no objections.

One other planning notice was noted.

County Councillor David Pugh's Report

Civic amenities site - a planning application had now been submitted to the Pembrokeshire Coast National Park Authority.

Welsh Water's recent public meeting about the sewer upgrade in Begelly was well attended, with around 60 in attendance.

PCC were looking at innovative ways of utilising recent Welsh Assembly Government funding for developing community and town council websites.

Dog Fouling signs were to be placed on fencing around the children's play area.

The Ironman and Red Bull events would be returning to Pembrokeshire again this year, but Kilgetty was somewhat 'cut-off' from hosting any stages of the events, as the A477/478 needed to remain open.

Councillors expressed some concern to Clr. Pugh about the reduced hours of opening at Kilgetty GP branch surgery. The clerk was to seek further details from the practice.

Clr. Pugh reported that Kilgetty's public conveniences were not on the list of public toilets (28 out of 93 in the county) being considered for closure. No decisions on closure had yet been made, as PCC's review was ongoing.

Black bin collections in some areas of the county (particularly rural areas) were to move to a fortnightly collection, on a trial basis, due to the success of recycling. Orange recycling bags and food waste collections would stay weekly.

Next meeting: The next meeting of Kilgetty Begelly Community Council will take place on Thursday, April 11, in the Green Room, Kilgetty-Begelly Community Centre, commencing at 7.30 pm.

April 2013 planning applications will be available for inspection 15 minutes prior to the start of the meeting, along with all correspondence received since the last meeting.
