MATTERS ARISING

The following matters were raised:

a) East Williamston mining memorial: Progress to date from Clr. McIntosh that the ball was in council's court if they wished to meet with Mr. Brawn to obtain more information on the mining history of the area.

b) Fencing at Broadmoor play area: Agreed that the cost should be shared with PCC. Clerk to provide Clr. Ms. T. Beynon with Mike Marchant's telephone number.

Planning

The following planning applications were considered and it was agreed that PCC should be requested to send all planning applications via e-mail to the clerk.

Residential development -Coppins Lodge, Pentlepoir (support); removal of hedgerow - East Williamston (support).

Planning permission: conversion of garage into holiday unit - Suedois, Valley Road, Wooden (granted).

PLAY AREA REPORTS

Pentlepoir: More litter pickers were required and Clr. D. Beynon gave the clerk the telephone number for MGM at Carmarthen so that a price could be obtained. Clr. I. Wilkinson however provided an example of a little picker which cost £10 and he offered to purchase 12 of these from MGM if they were available at that price.

Broadmoor: The grass had not been cut by the contractor and some dissatisfaction was expressed. The clerk was asked to telephone Colin Phillips to find out when the grass would be cut. It was agreed that the grass cutting work would be put out to tender next year as the contract was not being fulfilled and that this would be discussed at a future meeting.

East Williamston: no matters raised.

CORRESPONDENCE RECEIVED

An e-mail from Clr. Mrs. K. Talbot regarding a meeting of the Friends of Jubilee Park when the grass cutting at the park was discussed. A lot of raking and clearing of cut grass was required after the last cut which should not be necessary if the grass was cut every two weeks as was contracted to do. Requested made for the grass to be cut every two weeks irrespective of weather and not to dump the cut grass in the unmown areas around the trees and shrubs.

COUNTY COUNCILLOR JACOB WILLIAMS's report

The following report was submitted by County Clr. J. Williams:

Station Road car incident: Clr. Williams informed the community council that an incident had recently occurred on Station Road, Pentlepoir, on the approach to the railway bridge. The occupant of the only car involved, which overturned and landed on its roof, was thankfully not seriously injured. The road had to be closed for several hours whilst the police and fire brigade attended the scene and the vehicle was recovered. Residents living near the railway bridge had contacted Clr. Williams previously with their grave concerns over the poor safety record on the awkward road layout approaching the bend, after an almost identical incident occurred at the same place later last year. Following Clr. Williams's enquiries at the time, the county council commissioned further higher visibility warning signs and posts ahead of the S-bend, which were installed earlier this year. In light of this most recent incident, Clr. Williams has reinforced the strength of feeling of his constituents, who feared a car would one day end up inside their properties, and had called on the council to consider further meaningful measures to improve the road safety. A road surface covering with additional grip was one suggestion mentioned by the police, and which Clr. Williams had put to highways officers. The council was reviewing the situation and consulting with the police over this latest accident and previous ones, to establish as much information as possible, and told Clr. Williams that any actions planned would be commented on at a later stage.

Red Cross pilot scheme: Clr. Williams had been told that an official announcement was due to be made over the minor injuries provision provided from Tenby Cottage Hospital. Hywel Dda Health Board had instigated a so-called 'pilot' scheme to commence in July, whereby the British Red Cross were to undertake the MIU services for an eight-week trial. Clr. Williams understood that the current service would be provided as-is on weekdays during the trial, and that the Red Cross would be taking over from the MIU staff on weekends and Bank Holidays only. This was apparently so that the emergency nurse practitioners at Tenby would be able to be redeployed to undertake accident and emergency duties at Withybush General Hospital during their busiest days of the week.

Sewage works: Welsh Water had informed Clr. Williams and some of the nearby residents that work was planned to be carried out on the main Tenby road on July 8. The scheme, which may take up to three days though was anticipated to take just one, includes repairs to sewer pipes which will alleviate blockages experienced by some residents in the area.

REPORTS FROM COUNCILLORS

The bus shelter at Pentlepoir was full of rubbish - Clr. J. Williams to take up with PCC.

Traffic speed in Templebar Road was still excessive and traffic calming measures were urgently required. Clerk to write to police to request this.

An unpleasant odour was emanating from the sewage pumping station near to Prouts Park Farm.

Update from Clr. I. Wilkinson on Jubilee Park that college students had drained the footpath and would clear the drainage ditches before winter. At the group meeting, it was agreed to reinstate the footpaths and clarification was sought as to whether our insurance covered Ken Bevan to cut the grass. The tractor had recently been filled and an invoice was required for the 20 litres of fuel so that the cost could be reimbursed by EWCC. Since the rental costs for the allotments had been reduced, the take up had increased. A large pothole had appeared between Windrush and High Croft and subsidence had occurred at the T-junction with the main road and Elveston Lane - clerk to contact PCC highways department. Further playground inspection training was required for councillors - clerk to make enquiries.

Clr. Hopkinson informed members that the stickers for the salt bins would not stick to the bins so an alternative sticker would be required. Complaints had been received about noisy motorbikes at Vineyard Vale, Wooden, and unsociable behaviour in this area during the evenings. Clerk to contact police.

Clr. D. Beynon reported that there was still grit on Clayford Road, a hedge was growing out into the road at Hill Cottage, East Williamston, opposite Maple Heights (holiday cottage). Japanese Knotweed was growing at Elveston Lane where the verge widened and also adjacent to Longston, East Williamston. It was requested that the purchase of a commemorative seat for Pentlepoir play area be put on the agenda for the next meeting and that PCC be asked about the provision of a litter bin for this park. Clr. Beynon informed members that he had been in discussion with the church council regarding the overspill car park in the cemetery and asked if this work could be done through this council. It would involve the purchase of plastic matting to place on the grass. This was agreed to in principle. He added that there had been a small problem with the trailer which had involved the purchase of a new bolt at £5.76. A cheque to Riverlea for this amount was written and signed.

Clr. A. Ratcliffe had been informed by a resident that the grass verge near Signal Cottage had not been cut.

The chair stated that he had written to all unsuccessful candidates and Mr. J. Everett was thanked for his work on behalf of council over the last 10 months.
