Mr Malcolm Thomas, Hillcrest attended the meeting to express his concerns regarding access and parking for the Butterfly Haven planning proposal at the neighbouring property, The Downs in Llanteg.

Chairman Stephen Phillips explained ACC’s position. ACC have raised concerns about road safety in comments on three planning responses in the last 18 months, specifically the dangers caused by vehicles turning right off the A477 into the properties seeking planning approval. It is a fast and busy road. Councillors believe a filter lane, to allow vehicles to turn right safely, is needed for all three proposals and is listed as a requirement for the development of Llanteg Service Station in its planning approval.

Dr Caley and Dr Sinclair, owners of The Downs where Butterfly Haven is proposed also attended and addressed the meeting as additional information has recently been submitted.

Chairman Stephen Phillips explained that ACC has no objection to the proposal itself, but the main concern is still the safety of vehicles turning off and on to the A477 and this was clearly expressed in the initial comments sent to the planning officer regarding the application. He went on to say that it will be for the Planning Department at PCC and the South Wales Trunk Road Agency (SWTRA) to decide on the planning application. ACC will continue to lobby the SWTRA to improve safety on the A477 as it is having a negative impact on local entrepreneurship.

Co-option of new councillors. Alec Cormack was unanimously voted in and Tony Baron had accepted the role but was unable to attend due to urgent family commitments.

A smaller Amroth Village sign has been ordered and will be fitted on the approach at the New Inn end of the village.

Brown Tourist signs - Cllr Davies has received a letter of support from Tegryn Jones, Chief Exec of PCNPA, plus letters of support from six Amroth businesses. Cllr Davies will re submit the application for brown signs on the A477 indicating that Amroth is the start/ finish of the Pembrokeshire Coast Path and offers a number of services to visitors.

Repeater signs will also be required, and it was agreed to locate a split sign facing the T junction by the Castle indication there are facilities at both ends of the village and the location of the start of the Coast path. Agreed; Cllr Roger Harries will investigate the cost of a split sign.

Ken Skates AM has replied to Angela Burns to say that the A477 already has appropriate safety measures and does not require additional lighting through Llanteg. He has however agreed that, when finance permits, the Welsh Government will schedule an assessment, to see if improvements are needed along this stretch of road. Agreed; Clerk will write to the SWTRA and inform them of the recent planning applications and that road safety worries on the A477 are inhibiting investment in Llanteg.

In addition to the changes by Carmarthenshire County Council operations at Whitland Civic Amenity Centre as detailed in last month’s minutes, PCC are introducing changes to how their Waste and Recycling centres operate. From June, there will be visual inspection of any refuse bags taken to their centres and people expected to either remove and recycle suitable materials at that point or take the bag back home for re-sorting at their leisure.

New parking bays have been painted in at the New Inn end of Amroth, however these are currently indicative only, not legally enforceable until necessary legislation is enacted. At which time a disabled parking space should be added. Agreed; Clerk to query this with PCC.

County Councillors Report

Cllr Baron continues to receive many complaints about the proposed development at Heritage Park. As no application has yet been received by the Council it is too early to put in formal objections. Cllr Baron and Cllr Bob Kilmister, together with PCC officers will meet the developer formally. This is a formal meeting re observation of the lease, so others are not being invited.

Cllr Mary Megarry has been invited to present her views to the PCC team before they meet the developer.

Waste Recycling - from June 3 customers using PCC’s Waste and Recycling Centres will need to ensure no recyclable waste is contained in any residual waste bag they take to the centres. PCC operatives will ask to inspect the residual waste bags to ensure they do not contain any recyclable material.

Enhancing Pembrokeshire Fund – Cllr Baron has been appointed to the Panel that reviews projects proposed for funding prior to them going to Cabinet for final approval. The process for applying for grants has been reviewed and Cllr Baron has copies of all forms etc which are required. Cllr Baron again encouraged organisations in Amroth Ward to make full use of the funding that is available to it and is very happy to assist with any application.

Pembrokeshire Food Bank - Following a request from Llanteg resident, Theri Bailey, Cllr Baron is pleased to announce that PCC will be making office space available for the assembly of Xmas hampers in Haverfordwest.

Permission refused based on insufficient year-round public transport provision to provide an alternative to the private car for proposed holiday unit.

From PCC - The Community Delivery project, approved by the Council’s Cabinet on July 2, 2018, seeks community support for various non-statutory services which otherwise might be at risk of being withdrawn, including: Public toilets; Playparks; Parks, gardens and public open spaces.

Community delivery isn’t new, there are already examples of communities taking on responsibility for non-statutory services. The County Council is open to discussing innovative ways to deliver these services, so that they are sustainable in the long term. The options are: County Council continues to maintain asset, with CC’s meeting the cost; Maintenance responsibility is transferred to CC’s under a lease agreement; A full ‘asset transfer’ to the CC takes place.

Support is available to assist CC’s in this process. Where the CC does not wish to take on the responsibility, the County Council is very likely to either place the asset into ‘minimal maintenance’ or declare it surplus to requirements where practical to do so. Agreed; ACC will wait for a formal discussion with PCC before making any decision regarding local assets

Police and Crime Panel news - Following public consultation during 2018, the Police and Crime Panel will concentrate its efforts on those issues which the public identified as being the most important to them. These are: Antisocial behaviour; Mental health and policing; Crime prevention; Domestic and sexual violence; Rural crime.

Road closure advance notice - Unclassified (U6366) Stepaside to Wisemans Bridge road – from its junction with access to the property known as Greywell, north west to its junction with access to the property known as The Grove from Thursday, June 20 for two days, to allow for overhead telecom cabling works in the vicinity of the property known as Cherry Grove.

PCC have sent out a notice detailing the roads to be closed between 5 am to 4.30 pm from July 5 for three days to enable the Long Course Weekend to take place.

Tavernspite, Ludchurch, Summerhill, Wisemans Bridge to Saundersfoot will all be affected between 8 am and 4.30 pm. Access for emergency vehicles will be maintained. The traffic order will be published in local press. The full list is also published on the wesbite: www.pembstcc.co.uk under Amroth.

Zoe Kingston Griffiths has written to ask if it would be possible to explore the possibility of adopting a BT telephone box with the idea of repurposing it into a ’Free Little Library’ for the community to use (see www.littlefreelibrary.org for more details). She suggested the telephone box by the public conveniences at the Temple Bar end of the village. Councillors expressed concern about the intermittent mobile phone signal in Amroth, so Councillors have asked Clerk to find out from BT how often the phone is used. At the moment it provides an alternative line to mobiles and may be used in an emergency on the beach.

Also, the mobile library still calls in Amroth on a Friday by the Temple Bar. Councillors do not want to jeopardise this service.

VE day May 2020 - Following ACC’s successful event to commemorate ‘Battles Over’ in November 2018, ACC have been invited to mark the 75th anniversary of VE Day – called VE Day 75- on May 8, 2020. Monthly Police meeting

A knife was found in Saundersfoot disguised as a credit card. The credit card had been sharpened.

Bicycle thefts are on the increase. Following queries, it was advised that the speed limit on dual carriageways is 60mph unless there is a central reservation, then it increases to 70mph.

Scams are still rife including a male person selling items out of a backpack door to door and threatening telephone calls saying they are from HMRC. Oil thefts are still occurring. Forged £50 and £20 notes are circulating

PCSO Jim Moffatt has announced he will be retiring in 18 months’ time. Councillors expressed their dismay as Jim is a valued and effective officer.

Update on Exercise Jantzen

Cllr Harvey reported that the grant application to the Enhancing Pembrokeshire Fund is being progressed following approval of the Expression of Interest. The full application is to be submitted by August 6. Public support for the application is required from residents, especially those who attended the talk in February.

Quotes are being obtained and Cllr Harvey is working closely with the National Park and History Points on QR codes. History Points can also provide Welsh and French translation and have linked Amroth into Welsh Coast Path Trail and the National Cycle Trail Route 4 which passes through the village. Cllrs Pauline Davies and Stephen Phillips met with Myrddin Dennis of PCC to discuss better signage on the beach to indicate where dogs may and may not go during the summer months. New signage was agreed and is already in place. Cllrs expressed their gratitude to Mr Dennis for his prompt action.

There is concern about the state of the pavement by the Amroth Arms beer garden. Two accidents involving riders of mobility scooters have already been reported to ACC. This has been reported to PCC for urgent attention. PCC has responded to say that Highways Maintenance has been instructed to inspect the pavement and carry out repairs.

There is concern about the state of Amroth’s sea defences, specifically the state of the groynes at the New Inn end of the village. The Clerk has reported this to PCC Sea Defence Manager and asked for an inspection to be carried out urgently.

Councillors discussed safety on the two narrow lanes leading into Amroth and a one-way system was suggested. The Clerk will write to residents living on the lanes asking for their opinion.

It was reported that Heritage Park place a sign in middle reservation of the A477 at weekends. This is distracting and dangerous. Clerk to report to PCC.

Councillor Phillips asked, that with the popularity of the gardening Club, is there a need for allotments in the area? Anyone interested in having an allotment should contact the Clerk so interest can be gauged.

Cllr Harvey spoke about Wi-Fi benches that offer free internet access and so can improve mobile signal for smart phones. They run on Solar Power. Clerk to source information for discussion at the next meeting. Grants may be available to help fund one for Amroth.
