A man with a history of driving related offences has appeared in court again charged with using a motor vehicle without a licence or insurance.
Thirty-three-year-old Morgan Charles Ralph, of Neyland Heights, appeared at Haverfordwest Magistrates Court on Tuesday, to plead guilty to using a Rover 25 in Lower Priory, Milford Haven, without third parry insurance; and driving the vehicle otherwise in accordance with a licence.
Prosecutor Sian Vaughan told the court that police officers recognised the defendant driving in the vehicle on November 11, and pulled him over after conducting a check on the car.
“Mr. Ralph has quite a catalogue of offending, for mostly driving related matters, and has served a term of imprisonment previously for criminal damage,” she said.
Defence solicitor Stuart John told the court that his client had made an ‘impulsive decision’ to drive after hearing that his father had fallen.
“He was on his way there to see his father, which is not an excuse. It was not a decision he took lightly to drive, but an impulsive one,” he added.
The court heard how Mr. Ralph had amassed £1,929 in outstanding fines to the court.
Magistrates endorsed the defendant’s licence with eight penalty points, and he was fined £120 for the offence.
Mr. Ralph was also ordered to pay prosecution costs of £85 and a victim surcharge of £30.
